Would UC apply a HCC for a 23 yo in a household who has no recourse to public fund?

I cannot see any reason why not:

- the definition of non-dependant in para 9 of Schedule 4 doesn’t exclude a non-dep with NRPF
- the list of non-deps who don’t attract an HCC in para 16 doesn’t refer to NRPF

So I think there must be an HCC

It’s logical to apply a HCC. The person with NRPF is presumably supposed to be self supporting which includes being able to pay rent.
