Government failing to discharge people with learning difficulties back into the community

New report from the Public Accounts Committee finds that the number of people with learning disabilities remaining in hospital has not fallen, but has remained broadly the same at around 3,200, despite the government's commitment to discharge them, where appropriate, back into their homes and communities.
