Income Support and english provision for recent refugees

When someone, a recent refugee, wishes to access education to learn English, with a view to gaining employment, there is provision in the regulations to allow them to claim Income Support for 9 months if claimed in the first year of gaining status. (Sch 1b para 18, IS regs)

Are there definitions of what would constitute a course in this case and does it have to be at an established educational establishment with specific funding?  The schedule itself does not specify anything

I have tried to read the definitions on the IS regs and I can’t work out which if any would apply in this specific case.

Have checked the regs, the Benefits for Migrants Handbook 6th edition (p.78) and discussed with our legal officer Mike and we can’t see that the requirements are anything more than as stated in the Schedule.

Thank you, I’ve come to same conclusion. There is a dearth of appropriate English provision in this case, at least here in Leeds. Time to get a course set up methinks.
