JSA sanction : Joint claim : Friday query!

Apologies if this has been raised before, however its friday so there!

Can anyone confirm the rules / guidance regarding the sanctioning of a whole JSA joint claim
where only one of the couple did not apparently keep to the agreement.

I have a lady who does her jobsearches etc however the whole claim has been sanctioned due to the supposed actions of the claimants partner.

According to page 1143 of the CPAG guide the whole of the claim should not be stopped as “Income based JSA calculated as if the person who has not been given the sanction is a single person”

Surely this means that their JSA should be reduced from £112.55 a week to £71.70 if I understand this correctly, her applicable amount.

If so, how can Jobcentre Plus simply sanction the whole lot here if this is correct?
Do we have grounds for an official complaint here?

MR going in today and will appeal if refused.

My point about official complaint is due to the fact im sick of clients getting mickey mouse 50 quid civil penalties for making the smallest of errors (or in many cases no errors at all) whilst Jobcentre Plus flount the law and make up things as they go along willy nilly with impunity.
