No NI number and fleeing DV from republic of Ireland

A client has sought help after fleeing DV in Republic of Ireland.  She has presented herself and her four month old baby as homeless today.  She has no national insurance number.  She applied a few days ago and is now waiting to be assigned one.
My question is what financial assistance is availble to her while she is waiting for NI?

Do you know any agencies that distribute Foodbank vouchers for your area, so that this client can get food; She can get them until her benefits are sorted out.  Check if your Citizens advice Bureau distributes foodbank vouchers;
This is how Foodbank works in Lewisham: clients bring their voucher to a foodbank centre where it can be exchanged for three days supply of emergency food. Hope this will help your client.

As per financial support, all you can do is to make a claim for Child benefit, Child Tax Credits as this might speed up the NI process;
