UK national returning from EU

Hi, my client is an UK national and had been self employed and paying taxes in Teneriffe for 7 years. She lost her job because the company folded and returned to the UK and wants to stay here permanently. As an ex EU worker applying for JSA does she have to pass an HRT, I thought returning workers were excempt ?

Apparently the Canary Islands are an “outermost region” of the EU.

DWP’s ADM (for new-style JSA) at C3085 includes

“EU - Member States ...
25. Spain (including the Balearic Islands, the Canary Islands and the Spanish
enclaves of Ceuta and Melilla)... “
