Temporary or Supported Accommodation

A colleague has asked me what the following accomodation would be classed as? I think he is concerend over the benefit cap.

An RSL is running a homeless project that offers individual support, training & personal development.

Would this be temporary accomodation as its similar to a hostel or due to the support, training and development it would be supported housing?

If anyone has any legislation or ideas I could pass on to my colleague I would be very grateful.
