Benefit entitlement for Romanian national

We have a 17 year old Romanian female staying in our hostel.  Although she has never been in care or accommodated, Social Services are paying her rent & giving her a personal allowance.  She has 2 children ages 2 & 3 who are in care & Social Services are working with our resident with a view to her having children back.  She came to this country in September 2008 when she was 14 with her Mum.  That relationship has broken down.  She does not work but sold Big Issue for a short while. She is on Tag at the moment.

Social Services have helped her apply for a NINO but it has not been awarded yet.  They also helped her apply for JSA with no success.
Am I right in thinking she is not entitled to benefit at the moment?  Are there any circumstances she could become entitled - maybe if her childred live with her?
