JSA claim and ID

Cl is polish—has just claimed JSA, HB/CTB. Has not claimed any benefits before, self employed sporadically as builder / decorater cash in hand. He only has passport and tenancy agreement for ID for claims. Birth certificate, NINo card, driving licence, car insurance documents stolen - he thinks he may still have police report, no utility bills because he only pays for room in house and landlord pays bills, cannot open bank account because insufficient ID. When the Jobcentre Plus / local authority say he has insufficent ID, how can he challenge this?
