non dependant deductions

forgive my ignorance, but i’m looking at the new non dependant deduction rates in HB and i’m a bit confused

my printout of the rates states a non dep aged 25 or over and in receipt of IS or IBJSA attracts a deduction rate of £9.40

but

its also listed that a non dep over the age of 18 will also attract a deduction of £9.40 if they are not in remunerative work, presumably whether they claim JSA or IS or not

isnt this the same as saying that anyone aged over 18 and not working attracts a rate of £9.40?
