Housing benefit Backdate for under 60s- when will this be reduced to three months?

Can anyone inform me when the housing benefit backdate period will be reduced to three months for the under 60s?

As far as I am aware this idea has been withdrawn for the foreseeable future as the DWP deemed it not to be appropriate.
