Housing costs and licencees, property guardians

Anybody having difficulties getting HCE paid for licencees?
Client lives as a licencee in a property guardianship scheme run by a large well-known company who does this sort of thing nationally.
As this in no way comes under the definition of specified accommodation, I’m struggling to see why the DM has taken 2 months and still not made a decision to award the HCE?
Short of getting the client to complain and perhaps put pressure via her MP as she is at risk of eviction through arrears, I’m not sure what else to advise?
At least HB had the relative protection of ‘payment on account’ after 14 days for private tenants…
