Scottish Housing Bill will end right to buy if passed

Measures in the Bill include the introduction of a compulsory registration and licensing scheme for private sector landlords and letting and management agents; placing a duty to prevent homelessness on local authorities up to 56 days before an applicant is likely to become homeless; and placing a duty on local authorities to provide sites for gypsies and travellers where a need has been identified.
