Human dignity. 

‘The AT threshold test for this guidance means the inability to ‘meet their most basic needs’ at present or in the near future and should be considered in all cases. The threshold is high and the claimant’s position must amount to extreme material poverty incompatible with human dignity. Areas to be considered for basic needs are:

food;
personal hygiene;
clothing;
housing; and
adequate heating.’

- can we please use this argument to apply to the basic rate of UC? In certain parts of the country this is surely incompatible with human dignity?

Am I reading DMG Memo 05/24 correctly in that you had to have had a Right to Reside on 31-12-2020 in order to be considered for UC, SPC or HB under AT?
