Gripping a steering wheel v cutlery

I’m sure I remember a case on here where the DWP conceded that the ability to grip a car steering wheel did not demonstrate the ability to hold cutlery. I can’t find it anywhere on the search or PIPinfo, can anyone point me to it please?

I have a feeling that the case I was thinking about was a Durham Welfare Rights one but maybe my memory just made it up.
