Income support not in benefit cap??

Why is IS excluded from the list of benefits included in the benefit cap - Reg 79 UC Regs?? Is that an oversight or does is it just they are being kinder to lone parents and careers?

Because nobody will be able to claim IS and UC at the same time!

Reg 79 looks a bit puzzling until you remember that every reference to ESA and JSA in the UC regs is actually a reference to ‘new style’ ESA(C) and JSA(C). [UC draft reg 2]


IB and SDA are also missing from the UC cap (but still appear in the current version of the HB Cap) -  could that be a small clue about the UC migration timetable?
