(A) UC claimant(s) on the move
At the local Jobcentre stakeholders meeting JCP report that a UC claimant has moved into this area from one of the pilot areas. S/he is not our client. I wonder how JCP/the claimant will cope with any admin and other difficulties being outside a pilot area may generate?

Someone told me about a claimant who moved out of his parents’ home in a pilot area. Reported his change of circa to local DWP, asked about housing element. They sent him to the Council to claim HB.

That’s useless, isn’t it? (Unless he was moving into exempt accom?)

Or have DWP decided he’s somehow no longer entitled to UC?
The Council sent him back - don’t know what happened after that. But it does appear to indicate (not surprisingly) that the process of adding the housing element cannot be activated without clerical intervention: he was making enquiries with human officers rather than logging in to update his account. And if the human officer you contact doesn’t know what to do with a stray UC claimant, things grind to a halt
When a Universal Credit claimant moves to a non-Universal Credit area there’s meant to be a clerical process pack sent to their new JCP office and a notification sent to the LA to make sure they don’t pay HB.

Despite assurances by Ministers that it is “all going well” a tongue in cheek post by a local authority member this week put the position on the ground into reality:
“We’ve just got our first UC claimant. Moved from one of the pilot areas where he was a non-dependant to a joint tenancy in our area. His joint tenant can claim HB, but he can’t. Went to the local DWP office to enquire about his housing costs and they sent him to the Council…. “Universal what, mate?”

Andrew, all you need to do is believe it will happen, all JCP have to do is believe it will happen - IDS believes it will happen! Sorry not the most helpful of post but couldn’t resist!
