material support and right to reside

I have an EU client who came to the UK a year ago.  She initially lived with her mother, but now has her own tenancy.  She is currently claiming JSA but is pregnant and I assume there will be a period of at least a few weeks when she will be unable to sign on around the time she gives birth.  She is 23 and single.

Assuming that her mother has a right to reside as a worker, is there any way she can argue that she is a dependent relative?  I’ve got as far as “material support” but can’t find a definition of what that means.  Presumably providing accommodation is pretty material, but she no longer lives with mum….

My client has not worked in the UK and I don’t know the nationality of the baby’s father.

Mum currently provides some help with food etc. but I don’t know how significant this is.

Thanks in advance for any help or opinions.
