board and lodging and the LHA
While I remain confused about the role of board and lodging in the LHA, it still seems to me that these cases escape the LHA and therefore may be one option for desperate people after April. My understanding is that there must be substantial board and attendance and that rent officers have not accepted just a breakfast on its own as substantial, but BB and EM or BB plus cleaning, changing sheets etc would probably be substantial.
