Looks to me like no help with housing costs for under 18s under Universal credit, or those in education, even if estranged from parents etc.

The notes to 4(3) say “Subsection (3) provides a regulation-making power to define circumstances in which a different lower age limit will apply. This allows universal credit to be made available to people who are younger in specific circumstances, such as in the case of
lone parents who are under 18 or young people who are estranged from their parents.”

At the moment anyone aged 16 or over can claim HB if they have a liability and are not a care leaver.  This looks like extending the very limited exceptions currently in JSA etc to housing cost benefits.
