Labour’s Back to Work Plan
As part of Labour’s first step to deliver economic stability, Keir Starmer will introduce a major programme of reform to support more people into work to bring the benefits bill down.

High-income child benefit
The Conservatives have pledged to double to £120,000 the pay threshold at which child benefit payments start to be taxed .. under the proposed changes … the threshold would apply to entire households rather than individuals, and people would receive at least some child benefit up to an income of £160,000.
The party is likely to face criticism for the fact the change would benefit higher-income people – the doubling would provide a benefit to people in the top 20% of UK earners, with the new ceiling representing the top 2%

Council tax reform
The Conservatives have ruled out revaluing and reforming council tax in England as part of what they term their ‘Family Home Tax Guarantee’ … [this] would mean perpetuating the increasingly absurd situation whereby the council tax that households pay is based on the value of their property relative to others in England on April 1st 1991 – a third of a century ago, when Mikhail Gorbachev was President of the Soviet Union and Chesney Hawkes topped the charts with The One and Only.

Social Care - New pre-election analysis from the King’s Fund looks at how previous switches from Conservative to Labour, and vice versa, in the 1979, 1997 and 2010 elections, affected health and social care.
Housing - In Putting housing policy in context for the 2024 general election, the Resolution Foundation looks at the housing offers of both main parties noting that -
‘... [they] are similar in many respects, suggesting that the ‘penny has dropped’ when it comes to boosting housing supply, supporting would-be homeowners, and improving the energy efficiency of our country’s housing stock ... But both main parties are silent on additional funding to drive forward their housing priorities.’
