Partner is PSIC can claimant claim Council Tax Support

Hi

I have a client who is 74 married to a PSIC under pension age American. 

My understanding is she can claim PC as single claimant as she is on AA but not the SDP . Also claim HB as a single person. In both cases partner’s income and capital are not taken into account?

However, what about CTS can she claim this? I assume no sole occ discount?

Sorry I meant she can claim PC as SRP is low not because she’s on AA

she can claim HB as a single person - i think its the only scenarion HB will “spilt” a coupe and ignore the partner.  ( i assume the couple are able rto share a room, her her room requirement is 1 whether shes single or has a partner)  I

Re CTax reduction, she wont get a single person discount (because her partner is resident and not a disregarded person) - so she should be advised to seek speciailist immigration advise as to whether she wants to claim - as she would get mor CTR because her PSIC partner is resident and this MAY be deemed as him accessing public funds….
