AA appeal

My client applied for AA due the severity of her deafness. Claim was unsuccessful (no award)
GL24 completed and further information supplied (thanks to a fabulous Deaf &DLA; pack obtained from Newcastle WR)

DWP response has came back - still no award
DWP state that: ***  may need help to communicate, but she can manage her other personal care.
Their response further states that: *** does not require frequent attention with the bodily function of communication as she can lip-read and speak.

2 things:

1. what difference does it make that she can manage her “other personal care” , surely one only needs to satisfy one qualifying criteria.?

2, I was initally going to argue that my client does require frequent and substantial attention with her bodily function of hearing - not communication as stated by the DWP - but now I’m not sure.

Any suggestions most welcome
