I bedroom LHA rates in adapted shared flat

I am working with 2 (independant of each other) adults with profound disabilities who are subject to a vulnerable adults court order and will be moving into a 2 bedroom flat on a shared basis.  The flat has been specially adapted by a private landlord in consultation with social services so that both bedrooms are ensuite with their own adapted bathrooms and shared use of lounge/kitchen etc.

If both adults (as they are not in any way related or dependant) get SDP can they both claim the 1 bedroom rate for LHA?

The rent cost will be higher than LHA shared room rate because the landlord needs to recover the cost of the adaptations which have been significant in order to make the propertry suitable to meet their individual needs.

Also as its a shared flat the landlord is intending to provide white goods - is the cost of maintaining/replacing these HB eligible within the communal charge?

Is the tenancy in joint name or will both residents have individual tenancies?

Each person will be an assured shorthold tenant in their own right with exclusive use of their own bedroom/bathroom and shared use of communal areas.
