Government proposal to take account of past earnings in repeat claims

This is just a starter to point out another proposal which will thoroughly bugger up the lives of a number of people, especially those with unexpected changes of circumstance.
Mind you, it should blow apart any remaining credibility that the government has for their claim that UC is a simple benefit.
