In the number 4,5 and 6 relevant districts claims for UC will be accepted from couples from June 30th [that’s (parts of)  Bath and North East Somerset, Hammersmith and Fulham, Harrogate, Highland and Rugby].

It also looks as though claimants currently on HB/CTC/WTC (currently excluded as ‘existing benefits’) will be able to meet the UC gateway conditions ( in all relevant districts for UC) from the same date.

Thought roll-out to couples was supposed to start in the North West or have I missed that bit?

It was intended to be in some of the ex Pathway districts.  You were probably misled by a DWP press release which tend to big up the progress of Universal Credit.  The North West extension is similar to Pathfinder (now Gateway) in that it is is single people fit for work etc.  However there are some differences such as people in receipt of HB or a Tax Credit will not be excluded from claiming Universal Credit.
