Refugees, JSA, Sanctions & guidance

I’m dealing with a couple of cases of refugees with very limited English, and in one case limited literacy in their own language, let alone English, who are having regular sanctions imposed.

The Job Centre is not being particularly helpful, particularly with regard to translators or support. I’ve looked for guidance, but they mostly seem to be along the lines of JobCentre should endeavour to use translators as opposed to they must.

Has anyone had any similar cases, and can point me in the right direction of any useful guidance?

I’d be pointing out the need to make reasonable adjustments in service delivery, and the obligation to have due regard for promoting equality and reducing disadvantage -under the Equality Act and Public Sector Equality Duty.
I’ve attached a copy of DWP policy on interpreting services for customers -
Equality Impact Assessment if this is of any help
