Am I missing something or is there an odd discrepancy in the consequences for this?

According to CPAG p 1122, if the claimant fails to attend and attempts to show good reason, he is sanctioned for four weeks if the good reason is not accepted. But if he doesn’t even bother to explain, the claim is merely ended and he can immediately reclaim. The footnote points to regulation 25 of the JSA regs which seems to confirm there is no ongoing sanction if no contact is made by the claimant.

See DMG 34812

Just get them to fill out a JSA 28 that’ll do the trick.
