Urgent advice please - 16 yr old in FTE - definition of estrangement

We have a client who is unable to live with their mother due to ongoing episodes of friction - some involving police- client has moved county to be nearer their father but has never lived with him as he resides in a caravan so there is no room and he unable to provide financial support as he claims benefits.

Client residing between houses and has no other means of support, client however in regular contact with father by phone and text - can we argue that DM should look at estrangement only in relation to mother as client has never been in residence with father?

Client remains in FTE

Estrangement implies emotional disharmony. Client is therefore estranged from the mother, but would not appear to be estranged from the father (as she moved to be near him), unless the father does not want to have contact with client…

I am wondering whether an argument can be run, that if client moved in with father, due to the inadequacy and potential overcrowding of the accommodation, that this would amount to severe risk to client’s physical or mental health to necessitate living away from him. And this to be run alongside the argument that she is estranged from the mother. 

Anyone else have any thoughts?
