Child Benefit Admin Regs

I am scraping the barrel for an argument about an overpayment of CB.

The Child Benefit and Guardians allowance (Administration) Regs are basically the claims and payments regs for CB and GA. They are made under the SSAA 1992. It appears that they are subject to the negative resolution procedure under s 190 (3) SSAA 1992. Information on House of Commons procedure suggests that the regulations should be laid before the House for 40 days and refers to the Statutory Instruments Act 1946 which I haven't got a copy of.

The Regulations were only before the House for 35 days before coming into effect. Does this make them unlawful? I would really like someone to tell me that I am wrong.
