Remand prisoner

I should know this but I canot seem to turn up anything specific.

If a prisoner on remand loses IS - does he have to make a new claim for HB/CTB?

Since the ending of benefit periods, no new claim for HB should be needed unless there has been a period of nil entitlement, or an extended payment has been awarded.

In the case of a remand prisoner, entitlement should continue

that's what I thought too. Benefit periods ended 2004, I think. What has puzzled me though is the 2005-2006 CPAG WB & TC handbook clearly says on P 730 (near bottom of page) that a new claim is neccesary. Unfortunately it does not give any footnote reference pointng to a reg.
