We are currently in dispute with a council about the applicable date of disregards and discounts. They have now conceded that discounts apply for any day that the criteria is met, but are saying that in some cases the backdating is limited by the statute of limitations.

I get lost on the opsi wbesite at the best of times and I can't find anything relevant, can anyone point me to any legislation about limitation?
