House of Lords decision

Can someone help me please? I am trying to search for something I read some time ago.. it was regarding a person in receipt of high care & high mob and the Sec of State right to review/periodic enquiry and exemptions from this such as people with a learning disability. Was it Hansards House of Lords decision? And if not does this ring a bell with anyone?

I am also looking for any decisions relating to downsyndrome - seeking high care and high mob (this has been reduced at renewal to middle care and low mob). I have a fair idea of outline of argument but am looking for something peculiar to downsyndrome. All ideas welcome.

On your second point (but not sure if this is what you are looking for) try looking at R(M)2/78 (referred to at para 15 of CDLA/3612/2003). These cases are concerned with identifying Down's Syndrome as a physical disability caused by 'arrested development of the brain'.
