Residence Order Allowance - treatment for IS & CTC

Residence Order Allowances (& adoption allowances) currently count as income for income support up to the amount of the child allowance of £38.50. (Sch 9 para 25 IS regs). They are ignored in full as income for Child Tax Credit.

If someone gets income support and child tax credit, there is in effect no child allowance in the income support. Should the residence order allowance therefore be completly ignored as income?

Has anyone had any cases where the ROA hasn't been counted as income for calculating IS when the claimant receives child tax credit?

Are there any ammendments to the IS regs due from April that you're aware of to take account of people who get CTC?

ROAs don't count as income at all for Pension Credit as there are no allowances for children. Surely this must be equally reflected in IS?
