HB Fraud Circulars

Does anyone have a copy or know where I could get a copy of Hb circular F4/98? I understand it contains guidance on recovery of financial admin penalties, suggesting that recovery of an admin penalty from ongoing hb should only occur once the benefit overpayment itself has been fully recovered? I am trying to assist in getting recovery rates reduced where a pensioner is experiencing financial hardship, and have just discovered that she is making separate payments for both the overpayment and an admin penalty. Any ideas would be welcomed. Thanks in anticipation.

Re the publishing & distributing of fraud circulars I think that you need to be careful. There is a disclaimer on them that they must not be uploaded to or published onto Websites. They are for restricted circulation for obvious reasons.

HB/CTB F4/98 is now available @ http://www.rightsnet.org.uk/pdfs/HB_CTB_F4_1998.tif

(nb - was received as a (tif) image file)

andrew - thanks for your note of caution .... this particular circular states on the front "this circular may be freely reproduced by recipients" .... plus have also have found a couple of other fraud circulars on the DWP website

(http://www.dwp.gov.uk/housingbenefit/manuals/guidance-manuals/2003/f15-2003.pdf and http://www.dwp.gov.uk/housingbenefit/secure/docs2004/f10-2004.pdf)

the most recent of whcih again says "Recipients may freely reproduce this circular"

wonder if it's just certain F circulars that have restricted distribution?
