childcare disreguards for housing benefit

i have a client who is a lone parent and student,works part time, receives w.t.c and c.t.c.included in her tax credits is the childcare element.she pays £66 a week for childcare and usually this would be disreguarded for housing benefit purposes.however because she received a childcare grant which is being disreguarded, i am informed that they wont disreguard the childcare charges.i have looked through the legislation and it dosent say why they cant disreguard both? i have arranged a meeting next week with the housing supervisor to clarify this.i wonder if anyone has came across this before and would appreciate any assistance.

Hi it would be good to know the outcome of the meeting as like you i dont follow there reasoning at all or understand where they feel they have right to do as they are. Look forward to this post next week.
