HB/CTB claim
Fri 23-Jun-06 10:24 AM

Hello all, first of all please forgive my ignorance as I am new to benefit work but I have been looking at an example of a hb/ctb claim
where a working age couple have been given a £10 disregard on their earned income calculation and have also been given a £14.90 disregard on their unearned income calculation. I thought only one disregard was allowed, obviously the one that is most beneficial to the claimant. Have I got this completely wrong?

The £14.90 disregard is additional to the basic earnings disregard if the claimant meets certain conditions but I think it is still a disregard from earned income rather than unearned income (although it can be disregarded from WTC in certain circumstances)

It is an earnings disregard, but it will be deducted from WTC instead in cases where there is not enough earnings to disregard it from once the ordinary earnings disregard and any childcare disregard has been taken.

....and to confirm, the £14.90 is in addition to the £10.

if you have a disability rights handbook an explanation of the qualifying criteria is given on page 24 of the new edition. in cpag welfare benefits and tax credits handbook its listed on page 909/910. both of these are valuable guides and well worth owning if you dont already.

generally speaking the extra disregard is applied if the claimant is working for either 16 or 30 hours weekly, depending on which category they fit.
