The Social Security Advisory Committee (SSAC) is currently considering government proposals for new regulations that would exclude persons arriving from abroad from making advance claims to social security benefits.

For further information see the rightsnet news story -

Government proposes changes to habitual residence test following recent Court of Appeal judgment - SSAC launches consultation on draft regulations (09 August 2006)

Whilst the deadline for submitting responses to the SSAC has passed, thanks very much to Desmond Rutledge, the Immigration Law Practitioners' Association and the Social Security Law Practitioners' Association response to the SSAC consultation is now available on rightsnet -
