I asked our appeals service to pull out the figures for Tax Cred cases heard for our region since April 2003. WTC 6 and CTC 9, 15 cases in near 2 years.

Words spring to mind but shaun would delete me.

.... in minutes of a november 2004 meeting between advisers and the inland revenue, under the heading 'Appeals And Disputed Overpayments', the inland revenue said -

'... the Tax Credit Office had received 32,000 forms 846 (to reconsider recovery of an overpayment).

By the end of September 43,500 appeals had been settled (42,000 by agreement, the remainder by the Appeals Tribunal).
