I have a tenant and she is the sole tenant but has someone living with her who until recently was her partner. The LA has recognised that they are no longer a couple in that they have granted her HB on half the rent liablity although he is not and never has been on the tenancy. Is this correct or should he now be treated as a non-dep?

I think he should be treated as a non-dep, they are treating them as joint tenants, which he's not.

Just heard from the tenant the LA has taken it as an appeal
