UC Migration Statement
Daphne - 28 April 2022 03:13 PMHaven’t seen one yet but we have a stakeholder meeting about it next week so will ask
In meeting now - Neil Couling says no because -
When we get to volume we will share but there are likely to be many versions, being tested in parallel, in a short number of months so I am keen not to mislead

Neil Couling is ‘keen not to mislead’, didn’t the ASA disagree with this?

‘When we get to volume’ - which is when????
Whilst ‘testing’ their various communications, wouldn’t it be best to consult people who know what they are about, rather than holding back?
I still want to know when DWP are going to consult Adult Care providers about the impact on their clients., wow, even work on a joint strategy to mitigate that impact…....they’re not going to, are they?
Any news on which ‘sites’ will be used?
My spine remains chilled by the phrase ‘learning by failing on occasion’.
2 geographical sites and 250 people to start with - apparently the two councils have been told but otherwise still under wraps till next monday….
Also attached a few very brief notes from yesterday’s meetings which was mostly a Q&A at Neil Couling

Multi-site approach??
Two???
This all smacks of woeful unpreparedness.
And as for needing help improving their image…...! Ceasing bragging about imaginary successes may be a good start.

Bolton and Medway up first apparently ... (thanks to Owen at CPAG for alerting us)

Can anyone point me at any documents that set out how the transitional protection amount will be calculated?
I am particularly interested in how it will be calculated for current Tax Credit claims who have capital which currently has no impact but which will impact their UC calculations.

Capital in excess of £16k is ignored in UC for 12 months, both for the financial conditions and tariff income. It is therefore also ignored when calculating any transitional element.
Capital up to £16k will lead to unearned income being included in the UC award immediately, but can also create (or increase) a transitional element.
The following provide a fair amount of detail about the calculation of transitional protection:
The Regs: https://www.legislation.gov.uk/uksi/2014/1230/part/4
Explanatory Memorandum: https://www.legislation.gov.uk/uksi/2019/1152/pdfs/uksiem_20191152_en.pdf

Charles - 09 May 2022 09:27 PMCapital up to £16k will lead to unearned income being included in the UC award immediately, but can also create (or increase) a transitional element.
Just as an example of how this would work.
Claimant on CTC only getting £500 pcm. Has £10,000 capital.
The ‘total legacy amount’ under reg 53 is therefore £500.
The ‘indicative UC amount’ under reg 54 is, lets say, also £500 before accounting for capital. After deducting the tariff income for capital (£69.60), the indicative UC amount is now £430.40.
The ‘transitional element’ is initially the amount by which the total legacy amount exceeds the indicative UC amount as under reg 55 - which is £69.60.
So the claimant’s first UC payment would be expected to be £500 - including the £69.60 transitional element - and therefore functionally resulting in the capital being ignored.

Thanks Charles and Elliott. Bit of reading to do!
CPAG now has funding for a managed migration policy project to run over the next 16ish months.
We’d be very grateful to hear about any MM cases you have seen and what kinds of issues they have involved. My email is .(JavaScript must be enabled to view this email address).
