DWP plans for both managed move to UC and voluntary move to UC

Not sure when the number of complaints received about managed migration became the go-to indicator of success in managed migration.

The ‘core pillars’ DWP wanted to assure themselves of before even moving out of the pilot stage are as follows:

“The three core pillars to assure ourselves of
are: -
- We are able to calculate, explain, pay and erode Transitional Protection
- We are able to engage and persuade claimants to act
- We are able to support claimants through the process (includes their first and subsequent payments)”

Not at all clear that DWP are - even at the height of managed migration - managing to successfully deliver on any of those. 

Big problems, at least in cases I have seen, in calculating, explaining, and paying TP.  DWP acknowledge difficulty engaging claimants and we know large numbers are not moving to UC (with very little information about non-TC only claimants). And very little information about support available to claimants (as the recent NAWRA submission to PAC set out).

I agree with your point about using complaint numbers to indicate that those criteria for success are met.

NONE of the UCMM cases we have seen at Durham so far have been correctly calculated. But we have lodged MRs and appeals rather than complaints.

Also - 20 is the number of complaints who used the phrase ‘Legacy Move to UC’
How many claimants would use that wording?
Plus - when the number is 20, is it really necessary to round to the nearest 5!?

Can somebody tell me how the enhanced support journey is supposed to work?  The aim seems to be to support vulnerable clients who may not make a claim but at what point are they called? before the deadline in anticipation they won’t claim or after they have missed it and LB stopped…

From the 3rd Party Guide to Supporting those Moving to UC:-

Additional
contact will be made for all households which are in receipt of Employment
and Support Allowance and Income Support Many of these households will also be in
receipt of Housing Benefit and so will benefit from this additional support in making a
claim for Universal Credit
These
households will receive a text at week 12 to advise them that DWP will be
phoning them Three attempts (on different days) will be made to contact the household
to offer support
Where
no contact is made, DWP will refer ESA households for a home visit For Income
Support customers, legacy systems will be checked to identify any additional needs and
if any are identified, a referral for home visit will be made
Should
the visit be unsuccessful, further escalations will be considered on a case by
case basis

DWP guidance on closing claims when ESA / IS claimants reach their deadline - https://www.whatdotheyknow.com/request/guidance_on_closing_esa_claims#incoming-2730957

The ‘other benefit combinations…’ doc gives an overview of the Enhanced Support Journey and then the ‘check for reasons…’ doc is the actual process they should take before closing a claim.

Hi, I’ve been trying to find up to date information about the timetable for managed migration for WTC-only claimants by jobcentre area. I have a client who I think should have been managed-migrated by now, but hasn’t been. Does anyone know where/ how I can find out?  Thanks.

They probably should have been sent a migration notice by now - TC only claimants were in the cohort to be notifed by end of March 2024.

Migration Notices will be issued by benefit cohort rather than claimant or household location.”
But if still getting WTC presumably they have not had one, or deadline has not passed (although we have seen some cases where TC seems to have continued past deadline by mistake).
HMRC said in April consultation meeting “we will scan our lists on the system once the migration notices have been issued in October to help us identify customers not invited to make the move to UC, and again in January 2025.” https://www.gov.uk/government/groups/tax-credit-consultation-forum#minutes

Thanks Mark and Paul - the client is definitely not over state pension age. But they are aged over 60 - would that make any difference? And if they don’t get a migration notice before the end of March 2025, should they contact DWP or will this cause them to lose Transitional Protection?
