Apologies for a long shot - the attached has shown up quoted as UC guidance in an appeal submission, but it’s not referenced and I can’t find it anywhere.

Does anyone know where this is from?

Yes, I have seen this or something similar during my previous work in the DWP. I remember that the discussion on claimants owning properties started about 2007 with the financial industry recession. There were a lot of claimants relatively wealthy from financial services who had to ” sign on ” not so much for the weekly allowance but it was a condition of their mortgage protection/insurance policies.So a decision had to be made as to how many houses/rental properties as investments one could have and make a claim to Benefit. I think it was decided that owning 3 or above indicated that you were running a business and that you did not meet the ” availability ” rules for Conts Based JSA.
As far as your quote is concerned it appears to be a commentary on UC guidance such as found in ADM or in Jira Tickets raised by a UC SIL.
