Pension Credit and backdated lump sum state pension
Are arrears of state pension (due to errors,) counted in full as capital for Pension Credit?

Yes, see para.20(2) of Schedule V of the State Pension Credit Regulations 2002 which lists the benefits which can have lump sum payments disregarded for PC - State Pension isn’t one of them.
