i have a client who owns two properties next door to each other, and the second property is pretty clearly used as an annex to the main residence, for client's large family - an adjoining door has been put in between the two houses, and the bathroom has been converted to a bedroom. the matter came up in connection with a JSA capital issue which should be resolved, but isn't quite...
he has had CTB on one property and has paid council tax on the second property. section 131 refers to liability in respect of a dwelling of which he is a resident.
can he get CTB for the 2 properties, and does he need to get a revaluation? i'd be grateful for any advice on this...thanks.

Argue strongly that the properties comprise a single dwelling. I would cite Miah v Secretary of State (reported as R(JSA)9/03) to back you up, perhaps along with R(SB)10/89 and CIS/299/1992
