DLA for a baby

Could anyone please point me in the direction of a guidance document setting out the expected developmental stages of early childhood? I believe there is something of this kind which is used as a reference by DMs.

I have a DLA appeal for a little girl (less than 1 year old) and it would be useful to have access to whatever guidance the DM used in turning the claim down.
