Can anyone clarify the HB rules on temporary absence for me?

The client left the UK on 29/05/07 and returned on 28/08/07. Both of these dates are a Tuesday, and they are exactly 13 weeks apart.

Can I argue that the absence is actually 12 weeks and 5 days, as the client was in his property for part of 29/05 and part of 28/08? Or does the thirteen week rule include the day he leaves and the day he returns to his property?

I cannot find anything in CPAG on how to actually count the 13 weeks.
