I had heard that if a client can show that the condition was present before the 27/10/08 she could still make a late claim to IB and not have to claim EAS can anyone confrim this

This is news to me. So far as I can see, the possibilities to reach back into IB at this stage are (i) the ordinary IB backdating rules, (ii) the ordinary IB linking rules, or (iii) the possibilities created by the transitional rules introduced the other day to allow an IB claim to start now, if you were entitled to IS pre 27/10 (see the ESA 'Transitional claim issues' thread next to this one).
