Income tax allowances 2008/9 mystery

If you compare new the tax allowance figures introduced by The Income Tax (Indexation) (No. 2) Order 2007

into the Income Tax Act 2007

with the figures in the treasury press release,

you'll see that the personal allowances for those age 65 seem on the low side - giving 7,850 (not the 9,030 expected) and 8,000 (not 9,180).

Is the press release just wrong or is there some additional mechanism for bumping up the figures?

Pensioners get an increase of £1180 to compensate them for the loss of the 10% band from April 2008
