Do you mean consultation papers on issues related to benefit changes?
I'm a freelance welfare benefit trainer and consultant. I have organised training courses and discussion forums responding to benefit changes.

Thanks for contacting me on this, from time to time I get asked to respond to consultation papers and stratagy paper regarding WElfare Benefits.I have plenty of experiance in Welfare benefit work but am now to this type of response. I don't find it easy to hone the area of focus and to respond in a way that will be best effective.

I would possibly be interested in training in this area if this is something you do.
